A variety of services are administered by the Planning and Zoning Department. These activities predominately address land use and development matters, but also include community preservation standards relating to dilapidated housing, abandoned buildings, and junked or nuisance vehicles.

Zoning regulations are often complex and can be quite confusing for individuals not familiar with land use restrictions. Whether an entrepreneur considering Laurinburg as the site for a new business or a family planning the installation of a backyard pool, land use regulations are one of the first hurdles that must be cleared. A zoning permit is the authorization which certifies compliance with zoning requirements. These permits are obtained from the City Zoning Officer. The Planning and Zoning Department is also responsible for reviewing proposed subdivisions as well as processing rezoning petitions and variance requests. These matters have specific procedures and time constraints which must be followed. The City Zoning Officer can answer any questions you may have regarding matters coming before the Planning Board or the Zoning Board of Adjustment.

The Laurinburg City Code contains regulations designed to protect and preserve the health, safety and welfare of the citizens of our community. The enforcement of these regulations which relate to substandard housing, unsafe buildings or abandoned, nuisance and junk vehicles are performed by the City’s Zoning Officers. Section 6, Article IV of the City Code addresses housing and building concerns while Section 16 Article IV defines the criteria necessary to remove an abandoned, nuisance or junk vehicle. Beautification and Grounds Maintenance

The Laurinburg Beautification Department is responsible for the maintenance of City grounds, street landscape projects and trees along City rights-of-way. This department also maintains the City’s entrance signs and the annual flower beds downtown and on the various City properties. As part of an agreement with the NC Department of Transportation, the City maintains certain landscape projects on specific interchanges.

Laurinburg has received “Tree City USA” awards from the state for the last 30+ years for its comprehensive tree program. This program includes an on-going street tree replacement program to address the aging trees located along City right-of-ways. This is not only done in the older portions of the City where the large majestic oaks are located, but also on every street within the city limits. The older trees in Laurinburg are inspected and pruned on an as needed basis. Eight to ten feet tall trees are planted along the rights-of-way to replace those trees that are removed. If a citizen notices a problem with a City tree call 276-8324 or after hour emergencies call the Police Department at 276-3211.

For most communities, litter is a constant problem, and the City of Laurinburg is not immune to this problem. To help combat this, the City sponsors an Adopt-A-Spot or Adopt-A-Street program whereby volunteers pick up litter in designated areas on a bi-monthly basis. This is an extremely important program for the City.
