Before you buy property or sign a lease to open a business, a call or trip to the City’s Planning and Zoning Office located at 303 West Church Street would be wise so that you can ensure that the property you are considering buying or renting is zoned for the business you are proposing and that it can meet all requirements of the City’s Zoning Ordinance or Unified Development Ordinance (UDO). Our Zoning Officers will be able to guide you through the process and refer you to any other agencies such as the Fire Department, Health Department, Building Inspections, etc., that you may need to contact before opening your business.

Purchasing
The City of Laurinburg strives to ensure the cost effective, efficient and timely procurement of necessary goods and services to enable City departments to operate with the highest accountability in order to effectively deliver services to City of Laurinburg citizens. All purchasing and contracting activities are governed by N.C. General Statutes and local City of Laurinburg policies and procedures. Our intention is to ensure the taxpayer receives full value for each dollar of public funds spent. To that end, the City’s procedures conform to open, ethical and sound procurement policies and practices. Qualified suppliers are invited to compete for the City’s business, which consists of a variety of goods and services.
Many small and routine purchases (less than $30,000) are handled by the individual City Departments. Larger purchases (over $30,000), service contracts, and construction bids are processed and handled directly by the individual departments with the assistance of the Administrative Services Director. Additionally, the Administrative Services Director handles the sale of surplus personal property through the GovDeals online auction system.
